Approved Secondment Scheme (ASS)
5. The Home Office would gauge the Home Secretary's views on the
Secretary of State's latest proposal for an entry clearance based ASS outside the Bill and outside the 50,000 limit. Whatever the
outcome we would need to agree a public line to take on the issue in
time for publication.
Loss of BDTC status

The Home Secretary had agreed to retain clause 2(2) in the Bill.
Inclusion of Garrison within the Disciplined Services Scheme

The Home Secretary was content to agree to the Defence
Secretary's request. The Explanatory Memorandum would need to be amended to incorporate this decision if all Ministers agreed. The Secretary of State's views could not be fed in until 2 April at the
earliest. But the Memorandum would not be finalised until after
'L' Committee on 3 April.
Steering Group

We
Mr Langdon agreed to seek the Home Secretary's views on the
proposal that the Senior British Trade Commissioner might serve to
represent British interests in the Steering Group. We had already
consulted the Governor by telegram but he had not yet replied. would compare notes with Home Office officials on 2 April.
