BRITISH COUNCIL LOCALLY ENGAGED STAFF IN HONG KONG

We spoke this morning.
I agreed to minute to you about a line to take on the application of the Hong Kong nationality package to British Council staff. We suggest the following:
"Ministers have decided that the Scheme should be designed to cater for two key groups those essential to the effective administration of Hong Kong in the years up to 1997, and those whose work is vital to Hong Kong's prosperity.
British Council employees will be eligible to apply insofar as they fall into one or more of the seven groups which comprise the main part of the scheme. These seven groups are:

Proficiency in English and British links are two important factors which will be considered when assessing such candidates. To this extent British Council candidates wil be at an advantage over other similarly qualified candidates without such links.

One consequence of this selection mechanism is that less skilled individuals, such as clerical and secretarial staff, will not be eligible to apply under the scheme.
I attach a copy of the draft Explanatory Note on the Bill giving some background on the operation of the scheme.
