Mr Maude spoke to Mr Lloyd this morning on the telephone, and suggested that he and the Home Secretary might speak to key supporters and Opposition party spokesmen as proposed in your minute of 28 March. Mr Lloyd agreed that this seemed sensible, though he had doubts that John Taylor was the right Ulster Unionist to contact. Mr Maude said that the Foreign Secretary would speak to Mr Kaufman, Mr Howell and Sir Peter Blaker, and that he would have a word with George Foulkes.

2. Mr Maude explained the background to his junior minsters Europe group, and invited Mr Lloyd to join future meetings. Mr Lloyd agreed, and Mr Maude promised to send him a record of the last meeting.

Mr Lloyd and Mr Maude also had a brief word about the resettlement in the UK of Hong Kong VBP; they would meet next week to discuss this, with officials. A meeting has been arranged for 5.30 on Wednesday 4 April.
