HONG KONG ASSURANCES: GARRISON LOCALLY ENTERED STAFF
In accordance with the outcome of OD (K) on 15th March, my officials have been discussing with yours which categories of garrison locally entered staff might be candidates for consideration
under the Sensitive Services Scheme (SSS). It is clear that some
will be strong candidates under this scheme on the grounds of vulnerability.

Of more immediate importance however is the Governor's telegram No 1090 of 29th March, which supports the case for the uniformed locally entered garrison staff being included in the Disciplined Services Scheme (DSS) on the same basis as the other disciplined services. As the Governor says, we must ensure that garrison staff are not disadvantaged compared to their equivalents working for the Hong Kong Government if we are to maintain morale - and thus the
viability of the garrison. Although OD(K) discussion was inclined
