1. Mr Maude will attend a meeting of L Committee on Tuesday 3 April
to approve the introduction of the British Nationality (Hong Kong)
Bill. The first reading will be on the afternoon of 4 April,
with publication the following day. The second reading will be on 19 April. The latest draft of the Bill and of the explanatory
Memorandum was submitted by Mr Paul on 27 March.

The Home Secretary has written to OD (K) colleagues suggesting
that the Approved Secondment Scheme should be dropped.

Secretary of State has replied arguing that the best solution would
be to make provision for a small Secondment Scheme (for no more than
500 people) outside the Bill and in addition to the 50,000.

The Home Office have now agreed to retain Clause 2(2) of the
Bill provides that those who receive British citizenship under the
scheme will lose their BDTC status. The purpose of this provision is to ensure consistency with the UK Memorandum associated with the
Joint Declaration. It has also been agreed that journalists
and health associate professionals should be reinstated among the
potential beneficiaries of the scheme.
4. The Governor has recommended that garrison uniformed staff
should be dealt with under the Disciplined Services Scheme. The
Defence Secretary has asked OD (K) colleagues to approve this
proposal. The Home Secretary agrees and we have recommended that
the Secretary of State should also support this proposal.
