INTRODUCTION
The purpose of this memorandum is to inform Members of the amendments made by Ministers to the proposals submitted by the Administration on the nationality package, and the representations being made to Ministers on some of these amendments. It gives a forecast on the legislative timetable of the enabling Bill going through Parliament, and a report on the arrangements for the publication of the scheme in the UK and Hong Kong.

recapitulate, the Secretary of State announced in Parliament on 20 December 1989 that HMG would introduce primary legislation aimed at granting British citizenship to 50,000 key people and their dependents in Hong Kong, without requiring them. to settle in the UK.
The Administration envisaged that the proposed package would include the following four schemes as recommended by the Administration -

(a) General Allocation Scheme;
(b)
(c)
Disciplined Services Scheme;
Sensitive Service Scheme; and
(d) UK Secondment Scheme.
Since our last report to Members, Ministers have considered the package in detail. They have modified the package in several respects following the overall aim of retaining the key people in Hong Kong and using the rate of emigration to
priorities.
