Clause 3 enables the Governor by regulations to lay down procedures for the scheme and to charge application and registration fees. It also enables him to delegate certain functions under the Bill to designated public officials. The Clause also provides for the appointment of a committee to advise the Governor.

Clause 4 makes provision for any UK Government costs arising from the Bill to be reimbursed by the Governor.

Clause 5 ensures that no person shall be recommended by the Governor or registered by the Home Secretary if either has reason to believe that the person is not of good character.
