To provide expressly that any duty imposed upon the Governor to consider applications and make recommendations in accordance with the scheme
or schemes may be exercised on his behalf by persons authorised by him.
To provide that the Governor may by regulations make provision
(a) generally for carrying into effect the
purposes of the Bill;
(b)
for prescribing
(c)
the manner in which,
and the persons to and by whom, applications under the Bill may be made;
for the registration of anything required or authorised to be registered;
(a)
prescribing
the time within which
applications may be made and registration may be effected;
(e)
for notices to be given for any purpose of the Bill; and
(£) for the making of false or reckless
statements for the purpose of an
application to be an offence and to
prescribe penalties.
