one of the annexes to the draft explanatory It note indicates the way the revised GAS might look. was drawn up by redistributing on a pro-rata basis the places originally envisaged for categories which have disappeared to those remaining. Emigration rates are still seen as the key. Of course, the figures will need adjusting to take account of the new residual group.
Arrangements for the publication of the proposals etc. No doubt we shall range over other ground as well, but I hope this note will enable you to focus on at least some of the key issues in advance.
