For the purposes of an initial explanation to Parliament, we may want to shorten it, or present the material in a rather different way (and would certainly want to think hard about how much it would be appropriate to say in relation to the SSS); and there are a number of procedural matters which remain to be sorted out before we can adequately reflect them in the draft. And of course, the scheme document to be approved by Parliament after the passage of the Bill will probably look considerably different in form from this explanatory note.

The selection methods for KES I recall you had in mind proceeding by invitation but with larger numbers envisaged, it is possible that people may expect to be able to register their claims on their own initiative. We shall need to pay attention to the potential overlap between GAS and KES.
