We refer to the Scheme recently announced in Parliament for granting British Passport to residents of Hong Kong. As the representative body of British business in Hong Kong, we would like to place before you our comments on the published details of the schemes, as follows:

The Chamber was told by a representative of the Home Office on an earlier visit that the British passports under the Scheme would be allocated roughly as to one-third to the public sector and two-thirds to the private sector. Members of the Chamber are naturally extremely anxious that the private sector receives not less than two-thirds of the available passports and that a limit on the amount which can be awarded to members of the public sector be written into the Scheme.
Members of the Chamber have expressed great interest in the part of the Scheme providing for passports to be issued to employees of particular companies who are seconded to the U.K. for training for an aggregate period of two years in the next five. In particular:
(a)
the fact that employers in Hong Kong can nominate applicants for this part of the Scheme and can judge which of their most key employees should be eligible makes the Scheme particularly attractive to British business and should be of benefit both to British interests in Hong kong and to Hong Kong itself;
