I attach a copy of Mr Wells' letter of 16 February to the Secretary of State and the draft reply which formed a part of the Secretary of State's briefing for his meeting with Mr Wells on 13 March.
2. We have not seen a record of the meeting and would therefore be grateful if you could confirm whether it would be suitable for the Secretary of State to reply along the lines of the draft, or whether further topics were raised at the meeting which require a written reply.
