When we met on 9 March in Newcastle you mentioned the problems you were having in retaining your key staff in your
Hong Kong operation.
It is precisely in order to tackle this kind of problem that the Government have proposed the nationality package for Hong Kong which I announced on 20 December. The
proposals require legislation and will have to be approved by Parliament before becoming law. We intend to table draft
legislation within the next few weeks.
In drawing up these proposals we have taken account of the representations received from companies like yours about the need to remain competitive and profitable.
I am sure you will understand that I cannot give any specific guarantees in respect of individuals at this stage, but our intention is that, if people of the right calibre and value decide to apply under the scheme, there would be a good chance that they would be successful.
