GUIDANCE LEAFLET FOR PERSONS APPLYING FOR A SPECIAL VOUCHER

This leaflet explains the special voucher scheme for certain United Kingdom Passport Holders (UKPH) who do not have the right of abode in the United Kingdom, and the requirements that you must meet if you are to be considered for a special voucher. If you wish to apply for a voucher and think that you can meet the necessary criteria, you should complete form QF1 which you receive with this leaflet and give it personally (with any appropriate documentary evidence that you can provide) to the British diplomatic mission or consular office which deals with immigration work, nearest to your home. The special voucher application form asks for all the information needed, to find out if you can be considered for a voucher, or not. The Entry Clearance officer at the nearest British mission can help you to fill in the form or give you more information about the scheme.

THE SPECIAL VOUCHER SCHEME

2. The special voucher scheme is outside the United Kingdom Immigration Rules. It started in 1968. Under the Commonwealth Immigrants Act 1968, those UKPH who did not have certain specified connections with the UK lost the right of residence there. The special voucher scheme was introduced for those UKPH from East Africa who held no other citizenship, who were genuinely under pressure to leave their country of residence and who had nowhere to go but the UK.

THE VOUCHER

3. A special voucher is offered to a person who can meet all the necessary requirements when a voucher is available for his or her use. British diplomatic missions can take applications only from people:

(A) who are UKPH

(B) who are heads of household

(C)

who have no other citizenship

(D)

who have a connection with a former British Dependent Territory in East Africa

(E)

who are considered to be under pressure to leave their country of residence

(F). who have nowhere to go but the UK and

(G)

who intend to settle in the UK.

These requirements are explained more fully below.

(a) Question: Am I a UKPH?

Answer: Yes, if you are:

i) A British Overseas Citizen; or
