When a quota for India was introduced in 1972 the same concessions were applied because it seemed difficult to defend a position where people were favourably treated outside the Rules in Africa but not in India. The position now is that, except in rare cases, UKPI are not being forced by Governments to leave their country of residence, and in the light of this the concessions were reconsidered by Ministers and revised with effect from 1.4.80. 40.
