Vouchers, When a UKPH loses a second citizenship as a consequence of asserting an existing claim to British citizenship (eg by apply- ing for a British passport) this should be considered as deprivation, Notes are appended on the citizenship provisions of certain countries which may help determine between renunciation and deprivation in specific cases.

23. Special vouchers should only be issued to applicants who intend" to settle permanently in the UK. Entry Clearance Officers should
do their best to satisfy themscives that an applicant does not intend
to return to his former country of residence to continue his business there, leaving his dependants in the UK to become a possible burden
on the Social Services, It is not always easy to determine an
applicant's true intentions but, for example, the presence of a recently applied for local re-entry permit in the applicant's pass- port may indicate that he does not intend to settle in the UK. Posts should not, however, assume automatically from an applicant's failure to apply for emigration treatment that settlement is not intended, particularly where it is known that emigration treatment involves or should involve the applicant handing over all or some of his
