Once a voucher has been issued it is difficult often impes- sible to withdraw it if it is later discovered that the applicant was not in fact eligible to receive it. It is, therefore, important that Entry Clearance Officers should do their best to satisfy them- selves that an applicant is eligible before a voucher is issued. Once issued a voucher should not be withdrawn without reference to
the Home Office.

The following categories of UKPI are eligible:-

CUKCS resident in an African country with its own quota; CUKCS resident in India who have an East African connexion; CUKCS resident in the rest of the world (ie in a country which does not have its own quota) who have an East African connexion, and are under pessure to leave;
BPPS and BSWCs resident in an African country with its own
quota;
BPPS and BSWCS resident in India who have an East African
connexion;
vi. BPPS in the rest of the world (ie in a country which does
not have its own quota) who have an East African connexion. and are under pressure to leave.
(Paragraphs 10 to 22 below define some of these criteria.) Posts should ensure that the applicant clearly falls to be considered within the above categories before he is formally told that the application has been accepted. They should refer to Migration & Visa Department any application by a UKPH who does not fall within one of the above categories but who is under pressure to leave as defined in paragraph 12.
'NOWHERE ELSE TO GO'
10. Applicants in categories i. to vi. above are only eligible to receive vouchers if they have nowhere else to go other than the UK. Any applicant who has an unqualificd right of entry to a third country (eg by being a national of that country, or having the status of a returning resident) is not eligible. An applicant who merely has the option of going to a third country (eg to India) is, however, eligible.
EAST AFRICAN CONNEXION

The following UKPII should be regarded as having an East African connexion regardless of when they left Kenya, Tanzania, Uganda, Zambia, Malawi or Aden (which, for the purposes of this scheme, are regarded as 'East Africa'):-
