2 lot of ground last week and there remains much to be done. My colleagues and I have given some quick thought to various areas which I promised to consider and the progress is as follows :

It was explained
to
me that the intention of "before a specified date" was to allow sufficient time for both the Governor to consider and for S of S to grant registration before 1 July 1997, since it would not be possible to complete processing of any application received too close to that date. Our Immigration
Department has
sufficient for
confirmed processing
that six months should be any remaining applications, the number of which is not expected to be large. We would therefore propose 1 January 1997 as the specified date.

It was clarified that the date of registration line 3 referred to that of the principal beneficiary. We have no further comments on this.
