(c) specify different methods of selection as between the sectors mentioned in paragraph (a) above or as between persons of different classes or descriptions;
(d) authorise the Governor to decide at his discretion between
persons equally qualified under the scheme; and
(e) make provision for incidental and supplementary matters.
(2) References in this paragraph to the public sector are to-
(a) persons in Crown service under the government of the United
Kingdom or a dependent territory;
(b) persons in services of any description for the time being designated under section 2(3) or 16(3) of the principal Act;
and
(c) persons in paid or unpaid service (other than Crown service) as members of a body established by law in Hong Kong members of which are appointed by or on behalf of the Crown;
and references to the private sector are to persons not falling within any of those descriptions.
[(3) For the purposes of sub-paragraph (2) above part-time service 20 as a member of any such body as is mentioned in paragraph (c) shall
be disregarded.]
6. A scheme under this Schedule may also in particular include provisions authorising the Governor to make a recommendation in respect of any person who, having regard to such matters as are 25 specified in the scheme, he considers should be recommended in view
of his special contribution to the economy of Hong Kong.

SCHEDULE 2
REGISTRATION OF SPOUSES AND MINOR CHILDREN
1. The Secretary of State shall register as a British citizen any 30 person recommended to him for that purpose under this Schedule by the Governor of Hong Kong; and such a recommendation may be made by him in respect of —

(a) the spouse of a person registered under section (1) of this
Act; and
(b) any minor child of any such person.
2. No such recommendation shall be made by the Governor except in pursuance of an application made to him by or on behalf of the spouse or child in question before such date as he may specify.
3. This Schedule applies to a spouse whether the marriage took 40 place before or after the registration of the person mentioned in paragraph 1(a) above except that if it took place after that registration this Schedule applies only if that person was at the time of the marriage settled in Hong Kong.
