Under the British Nationality Act 1981, the fact that a BDTC becomes a British citizen does not deprive him of his separate
status as a BDTC. This is why the Hong Kong Bill needs to make
specific provision of loss of BDTC status.
5. The position is spelt out in greater detail of Mr Fifoot's
minute of 28 March.
6. The Hong Kong Government and Mr Galsworthy (UKRep JLG Hong
Kong) are also strongly of the view that Clause 2(2) should be
retained.

The Home Secretary's proposal to reinstate editors, journalists
and health associate professionals causes us no difficulty and will
be welcome to the Hong Kong Government. The reasons for their
reinstatement, set out in the Home Secretary's minute, are in my
view compelling ones, which we should support.
