Presentation of eligible groups
18. In order to administer the scheme, HKG will need to
allocate assurances to the sixteen remaining occupational groups on the basis described in paragraph 14, ie by using
emigration rates.
For presentational purposes here,
however, I think it would be sensible to aggregate these
occupational groups into the following larger descriptive
groupings which would be more readily understandable and
politically easier to sell. (A more detailed breakdown of
the new groupings could be made available in the document
presented to Parliament on introduction of the Bill). The
figures in brackets represent the approximate share of the
33,200 assurances which would be available to each of the
new groupings in the first tranche of allocations.
