Might it not be possible to produce a scheme with comparable effect which would not require legislation? A scheme offering an entry certificate or settlement guarantee rather than citizenship,
could presumably be operated within the Immigration Rules, and would
not need primary legislation.

If this could be achieved, I would be reluctantly be prepared to
drop the present Approved Secondment Scheme.
