Subject to satisfactory completion of these checks, the names of the qualified candidates will be put forward to the Steering Group and thence to the Governor who, if satisfied, will recommend them to the Secretary of State

for registration as British citizens. Where any candidate fails to satisfy these checks, the next candidate in order of points ranking will be interviewed, and similar checks as to character will be carried out. If

successful, he or she will be recommended for registration. The names of candidates with insufficient points, and those who fail to satisfy the character checks, will be recommended to the Governor for rejection.

14. In the event that a number of candidates score equal points and all cannot be accommodated within the places available for each group, the Governor will have discretion to choose whom to recommend for citizenship.

[500] places will be available for allocation to key entrepreneurs whose continuing presence in Hong Kong is vital because of the extent of their contribution to the prosperity and well-being of the territory.

The available places will be allocated on the basis of recommendations by the Governor to the Secretary of State. In making his recommendations, the Governor will take into account, and provide details of, such factors as may be decided by the Secretary of State.

Procedures

Those wishing to be considered will indicate their interest to the Governor by a date to be specified by the Secretary of State and will submit the necessary details to support their request.

19. The Steering Group will evaluate the cases, and submit a report on each candidate to the Governor who will decide whether to recommend him or her to the Secretary of State.

20.

In the event that the number of prima facie qualified candidates seeking nomination exceeds the [500] places available, the Governor shall select those who appear to be best qualified on the basis of the criteria defined by the
