endorse the broad structure of the scheme outlined in
paragraphs 6-30, subject to decisions on the following
recommendations:

that the seven occupational groups shown in Annex C2 as having an emigration rate of 1% or lower and the nine groups listed in paragraph 16 should
be excluded from the scheme (paragraphs 16 17)
