(ii) Selection
Within each of the occupational groups, applicants will be
assessed using a points system based on a range of factors the
most important being age (to target the 30-40 year olds), education and experience. British links, knowledge of English,
and service to community will also count. Dual nationals, who
already have an assurance that they can go to another country,
will have 200 points deducted from their totals.
20.
Annex C4 gives details of the criteria against which points will be awarded. The "special circumstances" points, which will be awarded only on the recommendation of the Steering Group, will be the primary means of dealing with "bunching" around the pass mark. These will be used to adjust the profile of certain groups
by placing greater weight on, for example, qualifications or age where those are particularly important qualities.
Key Entrepreneurs Scheme
21. This is set out in paragraphs 16-21 of Annex A and is to
cover those major entrepreneurs whose continuing presence in HK
is vital because of the extent of their contribution to the
