18. In order to administer the scheme, HKG will need to allocate assurances to the sixteen remaining occupational groups on the basis described in paragraph 15, ie by using emigration rates. For presentational purposes here, however, I think it would be
sensible to aggregate these Occupational groups into the following larger descriptive groupings which would be more
readily understandable and politically easier to sell.
