genuinely key people who are essential to the life of Hong Kong and whose retention would be demonstrably in Hong Kong's interests. Two obvious examples which spring to mind are the translators/interpreters and the multi-lingual secretaries/PAS who are essential in an international business forum such as Hong
Kong. There will be others of similar merit and we need to be sure that the administrative process of the scheme
them. I therefore propose that a small residual category, within the GAS and numbering no more than 1,000, should be set aside for such people. Keeping the numbers small will ensure that only highly qualified people performing genuinely key functions will
succeed.
Presentation of eligible groups
18. In order to administer the scheme, HKG will need to allocate
assurances to the sixteen remaining occupational groups on the
basis described in paragraph 15, ie by using emigration rates. For presentational purposes here, however, I think it would be
sensible to aggregate these occupational groups into the following larger descriptive groupings which would be more readily understandable and politically easier to sell.
The
figures in brackets represent the approximate share of the 32,800 assurances which would be available to each of the new groupings in the first tranche of allocations (excluding the residual
category described above).
