5. On the Approved Secondment Scheme, the Home Secretary is opposed to the idea of an entry clearance based Scheme (and would indeed much prefer there to be no scheme at all). But he has agreed to set out in the OD (K) paper the pros and cons of a small, citizenship-based ASS (of up to 500 places).
