The Hong Kong Government have asked us to provide as quickly as we can estimated costs for the UK team. You helpfully provided some figures over the telephone a few weeks ago and my purpose in writing to you is to seek your help in refining these. You will, I expect, know that I have written to John Morris suggesting that since the UK team will be performing consular functions it would be appropriate for it to be funded initially by the FCO. In view of HKG's request for urgent information we must press ahead regardless of what decision might be reached on that point.

We now have a slightly different configuration in mind for the team from that which we discussed before. We now think that a G7/DS9 may head the team, probably supported by an HEO/DS7 and an EO/DS9 or two EOs/DS9. Although we cannot predict with certainty the length of time the team will be required in Hong Kong, I would be grateful for estimates based on 2 and 3 year periods of secondment. HKID will provide office accommodation but we do not yet know whether they will charge us for it. Any calculations should therefore identify the accommodation element so that it can be omitted later if necessary. I should be grateful if the estimated total costs could be broken down into separate components showing flights, salary (presumably we would need to adjust this if staff are to be seconded from the Home Office), personal allowances, living accommodation, etc. What is the position/entitlement regarding families?

I wondered also if there was any precedent for seeing whether HKG would be prepared to supply (or discount) living accommodation. I would be grateful for your view on this.
