I spoke to Mr Seymour (Home Office) this morning about the Bill. He told me that if the meeting of OD(K) tomorrow goes according to plan, they hope to have a revised draft Bill in the course of next week. The Home Office then, he expected, would be in a position to agree to our sending the Bill to the Governor of Hong Kong, but we must have their express agreement before doing so.

They hoped that the Bill would go to Legislation Committee on 27 March, or more likely on 3 April, in the latter event it would be circulated on 29 March. This programme would give the Governor approximately a week to comment.

I warned Mr Seymour that it would not only be the Governor who would see and comment on the Bill, but also some Civil Servants, (ie Donald Tsang and the relevant lawyers) would also see it.
