Vulnerable staff are catered for under Sensitive Services Scheme. Agree with Home Secretary that there should be no
further special provision for this group.
Garrison acknowledge that 50% of Locally Engaged Civilians could be replaced by privatising services and if necessary military personnel could be supplemented from the UK.
These are hard decisions but we have limited number of places
and we must ensure they go to key people. Difficult to justify giving citizenship to staff who will not be needed after 1997.
Suggest our officials consider alternative ways of meeting their
concerns.
