20. Annex C4 gives details of the criteria against which points will be awarded. The "special circumstances" points, which will be awarded only on the direction of the Steering Group, will be the primary means of dealing with "bunching" around the pass mark. These will be used to adjust the profile of certain groups by placing greater weight on, for example, qualifications or age where those are particularly

important qualities.

(iii) Key Entrepreneurs

21. It is possible that the GAS will not pick up certain major entrepreneurs whose continuing presence in HK is vital because, inter alia, of the size of their investments and

the number of persons whom they employ. These people would be likely to be disadvantaged mainly because of their age

(a person over 60 under the points scheme would, for

example, score -200 points). Clearly we must ensure that these people can qualify on their own merits rather than on

the basis of the selection scheme which is designed to

select 50,000 from a pool where a vast number of people have

similar abilities and attributes. I therefore propose that

the Governor should be given the discretion to disapply the

age factor where he is satisfied that individuals have an

outstanding claim to be recommended.

Disciplined Services Scheme

22.

This is defined in paragraphs 16-18 of Annex A. The scheme

will cover the police, prisons, fire, customs and immigration

services, together with the Auxiliary Air Force and the

Independent Commission Against Corruption. Assurances will be

allocated on the basis of a points scheme similar to that for the
