Memorandum by the Secretary of State for the Home Department
1. Since the Foreign Secretary's announcement on 20 December
1989 about our proposals for granting citizenship to 30,000 key
Hong Kong personnel, I have written to colleagues on 11 and 31
January of the likely shape of the Bill and the further work
which is being done by our own and HKG officials.
Instructions
to Parliamentary Counsel are in hand and it remains the intention
to introduce the Bill in the week beginning 2 April. Given the
amount of work which remains to be done before the Bill is ready, however, I do not believe that it will be feasible to attempt to
secure a second reading by Easter.
2. The purpose of this memorandum is to:
a)
seek colleagues' endorsement of the broad structure of
the selection scheme as it currently stands;
