The Garrison
11.
As agreed the draft paper argues against allocating places to the Garrison. This would mean its personnel having to compete under the GAS, to the extent that they qualified under one of the occupational groups; and that in practice many Garrison personnel, like the majority of Hong Kong's working population, would fall cutside the scope of the nationality package. It will be for the Defence Secretary to make his case on Tuesday if he wishes to challenge this approach.
Handling

As agreed I am copying the draft CD(X) paper to FCO officials. They will show the draft paper to their Ministers, and it may be that the Foreign Secretary will let the Home Secretary have his initial thoughts before or after Cabinet tomorrow. We can amend the paper later in the day; it needs to go out on Friday at the latest.
