1. I submit a copy of a Home Office submission of 28 February
covering their draft OD (K) paper. As forecast in my submission of
27 February, the paper contains four proposals on which they will
need to take a view.
(a) Approved Secondment Scheme.
2. The Home Secretary wishes to drop this scheme. He adduces the
following arguments against it:
i) He believes the administrative arrangements required to
implement the scheme will be cumbersome and disproportionate to
the relatively small numbers involved;
ii) The Governor is opposed to it if it is not outside the
50,000 ceiling. He argues it will be seen as taking places away
from better qualified candidates and, if it favours UK firms,
putting UK interests ahead of Hong Kong interests;
iii) Incorporating the scheme in the package will complicate the
Bill and the areas of discretion involved in implementing it may
