Action Taken
1. I should record that I met Mr Leigh Lewis (Cable and Wireless)
today. We had arranged to meet some time ago in order to discuss
further his own personal ideas about how Cable and Wireless might
make use of the Approved Secondment Scheme, set out in his letter to
me dated 19 February (attached).
2. In the course of our conversation, it became clear that Mr Lewis
had been labouring under the impression that our decision to
introduce the Approved Secondment Scheme as part of the package was
final and irrevocable. I therefore judged it appropriate to explain
to him that final decisions about the shape and content of the
package had not been taken; and that he should not therefore assume
that there would necessarily be an Approved Secondment Scheme.
3. Mr Lewis was evidently concerned to learn this. He thought that
his Chairman might well share this concern, and pointed out that
Lord Sharp had spoken strongly in support of the Government's
Nationality Package, and of the Secondment Scheme in particular, in
his maiden speech in the Lords recently.
