think, be awkward to explain, and would tend to damage the integrity of the points scheme itself. I believe that what we need here is a discretionary category outside the points scheme, and I recommend that the last sentence of paragraph 21 of the OD (K) paper should be redrafted as follows:
"I therefore propose that the Governor should be given an ultimate discretion to nominate people, outside the points scheme, when he is satisfied that they have an outstanding claim. It may be necessary to say something about this on the face of the Bill."

Paragraph 33 (b) (i) and (ii) should be redrafted as follows:
"i) that the seven occupational groups shown in
Annex C2 as having an emigration rate of 1% or lower should be excluded from the scheme (paragraphs 16 - 18)
ii) that the Governor should be given a discretion
to recommend people, outside the points scheme, when he is satisfied that they have an outstanding claim (paragraph 21)."
