General Allocation Scheme (GAS)

Correlation between the Occupational Classification used in October 1989 and that used currently

Background

1.

2.

3.

An occupational classification was presented in October 1989 for the purpose of setting sub-quotes for individual occupa- tional groups.

The classification was established on the basis of that used in the 1986 By-cersus, which was in turn based on the Inter- national Standard Classification of Occupations (ISCO),

1968.

A

on

Since 1968, economic and social conditions have changed and new occupations have emerged. A new ISCO has been announced by UN in 1988. Accordingly HKG has been devising a new classification for use in the 1991 Population Census. main feature

0f the new classification is its emphasis distinction between "professionals" and associate professionals", by noting more carefully the responsibility and qualifications required of different jobs.

IF

The new classification, presented to the UK team in February 1990, is based on the new Census classification. As regards data, the Census & Statistics Department has, since middle of 1989, been collecting additional information in its regular household surveys to facilitate re-classification of the 1986 By-census data. In the meantime, updating of the 1986 population data to the latest situation has also been done by making reference to growth rates (etc.) derived from

the surveys.

Correlation Table

6.

Attached is 23 table showing how the previous occupational groups fall into the newly defined groups.

It may be noted that the group "protective service workers" does not appear in the table. The group actually comprises the disciplined service workers and they are now dealt with under the Disciplined Service Scheme (DSS) separately.
