For each

disciplined service, a list of applicants from that service is compiled in alphabetical order without showing the provisional points scored.

These lists will then be forwarded to various heads of disciplined services who will provide additional information regarding individual applicants' performance appraisal records; medals/commendations received etc. for the purpose for computing points under the Special circumstances criterion.

The lists with information provided by the heads of disciplined services will be returned to the Immigration Department for further processing.

If

Revised lists in order of the points scored will then be generated by the computer incorporating the Special circumstances points. These lists will then be submitted to the Steering Group for consideration. If there is any serious bunching at the cut-off point

the (i.e. many applicants scoring the same marks), Steering Group will advise on how to reduce bunching by refining the marking schemes further, in consultation with relevant heads of services. bunching at the cut-off point is not too serious, (i.e. less than 30 applicants scoring the same marks at the passing range), the Steering Group may advise on whether to include or exclude the whole group scoring the same marks. If the whole group is included, the additional number of places taken up in excess of the quota allocated will be deducted from the second tranche. On the other hand, if the whole group is excluded, the number of places allocated but not taken up will be held in reserve for the second

tranche.
