The Prime Minister has asked me to thank you for your letter of 9 February about the nationality scheme to be put forward by the Government and its application to Hong Kong lawyers.
The Government understands your concern that there should continue to be a strong and independent legal profession in Hong Kong. We entirely agree with you about the importance of the Bar in maintaining individual rights and freedoms.
The scheme to be put forward before Parliament by the Home Secretary has yet to be finalised and there are, of course, many groups who will wish to be included. The rate of emigration in the past is certainly one factor that is relevant to drawing up the scheme. We have noted the survey of emigration intentions which you enclosed with your letter. Your points will be fully taken into account when Ministers come to take final decisions on the scheme.
