MEASURES DESIGNED TO HELP COMPANIES IN HONG KONG TO RETAIN THEIR KEY PERSONNEL

We have spoken a number of times about that part of the Government statement made by the Foreign Secretary on 20 December which related to the Government's proposal to introduce a special measure designed to help companies and institutions in Hong Kong to retain their key personnel.

As you know, the Cable and Wireless Group including its associated companies in Hong Kong is anxious to take advantage of such a measure subject to satisfactory conditions for its operation being arrived at. In this context, you may find it helpful to have the attached note which sets out how, for our part, we would envisage such a scheme operating.

There are two specific points which I would also like to make. The first is that we would seek a specific assurance from the Government that in taking advantage of this special measure there would be no adverse impact on the number of senior managers of the Cable and Wireless Group in Hong Kong who were able to apply for and secure right of residence in the UK under the main scheme announced by the Foreign Secretary on 20 December. Secondly, I should make clear that our aim in submitting these proposals to you is to allow discussions between us to take place on how the Government's special scheme might operate. To this extent the proposals remain preliminary and have not, for example, been put to the Company's Court of Directors for approval.
