Status of BDTC/BNO on Assumption of Full British
Citizenship

To remove any doubt of likely infringement of JD
226, it will be necessary to ensure that beneficiaries
of the Package will lose their BDTC ship or BNO status,
upon acquisition of British citizenship. HO counsel's
preliminary advice is that any lesser national
citizenship should lapse once British citizenship is
obtained. In view of a previous case on which a
different advice has been tendered, HMG will consider
further.

HKG will try to identify whether there are any
categories of people who will forfeit their rights in
Hong Kong upon registrations as BCs and losing their
BDTCship.
Renunciation and Resumption

HMG and HKG agree that the existing provisions under BNA will apply.
ICAC Clearance on Corruption Prevention
HKG

HMG and HKG share the view that efforts should
be made to ensure that the Scheme is corruption free.
Various measures suggested by ICAC include instituting a
formal programme of system audit, making the points system as transparent as possible, vetting computer system specifications and checking the claims of taxable
income with the Inland Revenue Department. HKG will
provide a comprehensive list of corruption preventive
measures.
