Eligibility of People Holding Foreign Passports

HMG agree that it would not be possible to discriminate between different types of foreign passports. It has also been agreed that 200 points should be deducted from an applicant who already

possesses a foreign passport.

Proficiency of English Required

11.

HMG and HKG agree that proficiency of English

should not be a pre-requisite under the Scheme and that

the 50-point weighting is generally acceptable. As for

the standard of English, HKG will consider a two-tier

points system where 50 points will be awarded for having

the requisite paper qualification and, failing that, 25 points for oral ability to get through an immigration interview in English. HKG will consult the Institute of

Linguists on the standard of "survival English".

Definition of British Links

12.

HMG agree to the British links identified and

accept that Crown service should be recognised as a

link. However, HMG regard employment with British firms

and institutions deserving a heavier weighting and that

more points should be awarded for longer periods of service with these organisations. HKG will consider, but feel that no distinction in this regard should be

drawn between service with HKG and service in other

British institutions in Hong Kong.
