1.
HKG will further examine the points system to
see how the top businessmen in HK, who are likely
over-aged, can benefit from the scheme. Consideration
will be given to proposing separate discretionary power
for the Governor or the Steering Group to recommend such
businessmen outside the points scheme but within the
Package. HKG will try to provide information on leading
local businessmen, the extent of their business in Hong
Kong and overseas, the number of people they employ
etc., but this will take time.

As detailed questions on the points system will be asked in Parliament, HKG will provide supplementary information justifying the weighting given to each of
the selection criteria.

HKG is considering whether to combine some of
the lower level occupational groups where success rates are very low and will advise HMG in about one week's
time.

HKG will provide a note to illustrate that the
people in the lower level occupations, who are likely to
succeed in the Scheme, tend to be both educated,
HKG
experienced etc. For example, the sort of
qualifications applicable for "Secretarial and Clerical
Workers" may be referred to in this context.
