package on 26 February. The submission is intended to serve as
a basis for that discussion; it sets out the state of development
of the scheme, following the visit by officials to Hong Kong last
week, and invites Ministers to consider a number of issues which
will affect the content of a paper for OD (K). A discussion by
OD (K) has been provisionally arranged for the week after next.
The 50,000 package
2. Officials discussed the distribution of the 50,000 places
available for heads of households on the lines set out in my
submission of 26 January, and agreed by Ministers. The overall
scheme includes four components:
}
a general allocation scheme, organised on the basis of a
points system
a scheme for the disciplined services, also based on a
points system
a scheme for those involved in particularly sensitive work
in the run-up to 1997 (the 'Sensitive Services Scheme') and
a secondment scheme, to allow selected people to earn
