Since citizenship scheme agreed by OD(K),
agreed by OD(K), and announced by
Foreign Secretary on 20 December, have considered correspondence broad shape of Bill. Work in hand on preparation
of Instructions. Meanwhile, officials have been discussing with
HKG details of selection scheme. Need to be able to set out
expected operation for Parliament when Bill is introduced.
Further work to be done on detailed procedures, but proposals
have reached stage where useful for OD(K) to consider. Invite colleagues to endorse.
Selection Scheme
Scheme proposed for the allocation of the 50,000 available places has four components:

general allocation scheme, based on points system
disciplined services scheme, also based on a points system
scheme for those occupying particularly sensitive posts
secondment
scheme, to allow selected people to earn
citizenship by residence with time in Hong Kong counting for
part of five year qualifying period.
Reason for Four Schemes
Secondments always seen as having different procedures from rest
of package: citizenship to be earned over time.
