(D) Special Circumstances
Points may be scored in accordance with the following scale:
(a)
(b)
(c)
a maximum of 50 points for adjustment to scores of major attributes (i.e. (A) - (C) above) in light of a particular occupation's special circumstances;
a maximum of 50 points for adjustment due to exceptionally high emigrateability rate of an occupation within a broad occupational group; and
a maximum of 50 points for adjustment due to exceptional merit or outstanding achievement of individual applicants. (NB It is envisaged that a column would be provided in the application form to allow an applicant to state the special circumstances which he considers should merit exceptional
treatment.).

authorized by the Steering Group.
(E) Proficiency in English (50 points)
Applicants would be asked to state in the application form whether he/she is or is not proficient in spoken English. Those who have proof that he/she has obtained a Grade C or
above in the HK Certificate of Education Examination (Syllabus B) or equivalent would be awarded 50 points;
those without academic qualifications, who could nevertheless hold an ordinary conversation in English (as tested at the subsequent interview, would be awarded 25
points.
