12. It is clearly essential in the interests of discipline and the
maintenance of the infrastructure in Hong Kong that the Disciplined
Services should be provided for under the scheme. In the light of
likely backbench interest in the details of such a provision, it
will be difficult for Ministers to avoid exposing such information
in Parliament. Even if no undue attention is drawn to the subject,
the Chinese will in due course become aware. Before then we must
devote considerable effort to attempting to encourage them to accept
our rationale for the package as a whole, and to limit their
criticism for it.

over the package and we should expect to have more.
