occupational sub-groups would be allotted places according to that particular sub-group's propensity to emigrate. Only the [8] broad groups would be described on initial presentation of the scheme other details being volunteered on the basis that they were, at that stage, illustrative only, and what was finally proposed would depend on what powers Parliament approved and the views it expressed. Individual applicants would continue to be assessed according to the points system [ie as described in paragraphs 8 - 10 of Annex A to OD (K) (90) 11.

what are the likely reactions of the HKG; when and how should they be consulted?
what differences if any are implied for the drafting of the legislation?
is it feasible to proceed initially by listing only broad categories and not qualifying occupational groups?
alternatively, should the broad categories be shown with their sub-groups and their likely success rates based on emigrateability data?
