Selection Scheme
As my leter indicated, precise technical details of operation of points scheme still being finalised, but I can give you some broad indications of how we expect it to operate.
Points will be awarded by HKG officials based on clear criteria laid down in rules. Successful candidates will be recommended by Governor to Home Secretary who will grant passports.
Eligibility will broadly be limited to BDTCS and BN (0)s, but consideration being given to allowing those qualified to become
BDTCS to apply.
All applicants determined to be eligible after scrutiny of application forms will be interviewed.

Figure of 50,000 is derived from estimated number of
professional, technical, managerial and administrative personnel who will emigrate by 1997: 78,000.

But using a family multiplier of 4.5 to predict future as well as present dependants) 78,000 heads of household would produce an overall total of 351,000. We considered that a quarter of a million was probably the psychological barrier figure as far as UK public opinion was concerned. Also we knew that 200,000 was the minimum that Hong Kong opinion would consider adequate to restore confidence. We therefore pitched in the middle - 50,000 heads of household and an overall total of 225,000.
